Local Law 97 (LL97) is a key initiative to reduce NYC building emissions, targeting a 40% reduction by 2030 and net zero by 2050. It applies to buildings over 25,000 sq. ft., with compliance starting in 2024.

Covered Buildings LL97 applies to:
- Buildings exceeding 25,000 sq. ft.
- Multiple buildings on the same tax lot exceeding 50,000 sq. ft.
- Condominium buildings governed by the same board exceeding 50,000 sq. ft. Each building must demonstrate compliance, with some exceptions available.
Compliance Requirements
- Article 320: Covers most private buildings. Annual GHG emissions reports due May 1, 2025, and annually thereafter.
- Article 321: Covers affordable housing and houses of worship, requiring a one-time compliance report by May 1, 2025.
- Reports must be certified by a Registered Design Professional (RDP).
- Online reporting portal opens March 3, 2025 (nyc.beam-portal.org).
Exceptions & Adjustments
- Some buildings (utilities, certain apartments) may qualify for exemptions. Owners may also apply for emissions limit adjustments due to excessive emissions, special uses, or nonprofit healthcare.
Deductions & Incentives
- Buildings can lower emissions limits by purchasing offsets, renewable energy credits (RECs), or using distributed energy resources.
- Financial incentives and tax credits are available to support energy efficiency improvements.
Challenges & Appeals
- Owners can challenge building inclusion on the Covered Buildings List (CBL) or dispute square footage with the NYC Department of Finance.
Key Deadlines
- January 1, 2025: Adjustment requests deadline.
- March 3, 2025: Compliance reporting portal opens.
- May 1, 2025: Compliance reports due (60-day grace period until June 30, 2025).
- June 30, 2025: Extension request deadline (final report deadline: August 29, 2025).

- All filing fees, extensions, and adjustments must be paid through DOB NOW: Safety. Payment confirmation must be entered in the reporting portal.
