YEAR END INDUSTRY REMINDER FOR 2024-2025

Here’s a quick overview of key updates:

1. Façade Inspections

  • Overview: NYC’s Façade Inspection & Safety Program (FISP) requires inspections for buildings over six stories.
  • Reporting: Cycle 9 filing deadline was Feb 21, 2024, with follow-up filings open until Feb 21, 2025.
  • Goal: Ensure building exteriors are free from damage or deterioration.
  • Key Actions: Address visible façade issues in advance of Cycle 9. Schedule inspections early to avoid penalties.

2. Local Law 97 – Emissions Limits: Compliance and Reporting

  • Overview: Sets carbon emissions limits for large NYC buildings to meet climate goals, with fines starting in 2025 for non-compliance.
  • Reporting: First compliance reports due May 1, 2025, detailing annual greenhouse gas emissions.
  • Goal: Reduce greenhouse gas emissions from buildings by 40% by 2030.
  • Key Actions: Start tracking emissions now. Work with our team to develop a compliance strategy, which may include energy efficiency upgrades and retrofits.

3. Local Law 154 – Building Electrification: Reducing Fossil Fuel Dependency

  • Overview: Requires new buildings and renovations to electrify heating systems, aiming to reduce fossil fuel consumption.
  • Reporting: Compliance deadlines vary by building height. The next phase for Affordable Housing (<7 stories, excluding Service HW) is due by December 31st.
  • Goal: Reduce carbon emissions by transitioning buildings to electric power sources.
  • Key Actions: For new developments or major renovations, assess heating systems for compliance with electrification mandates.

4. Retaining Wall Inspections

  • Overview: Requires periodic inspections every 5 years for retaining walls supporting over 10 feet of soil.
  • Reporting: Inspection reports must certify the wall as safe, safe with repairs, or unsafe. The current cycle (Cycle 3) runs from Jan 1, 2024, to Dec 31, 2028.
  • Goal: Identify and repair structural issues that could pose safety risks.
  • Key Actions: Conduct a preliminary visual inspection for cracks, leaning, and water drainage issues, then hire a qualified inspector.

5. Parking Structure Inspections

  • Overview: Local Law 126 requires periodic inspections for parking structures to prevent structural failures.
  • Reporting: Sub-cycle 1B runs from Jan 1, 2024, to Dec 31, 2025 (Manhattan Community Districts 8–12 and Brooklyn Community Districts).
  • Goal: Protect public safety by identifying structural risks.
  • Key Actions: Ensure licensed professionals inspect parking structures. Schedule inspections early to avoid compliance issues.

6. Periodic Gas Piping System Inspections (GPS)

  • Overview: Local Law 152 mandates periodic gas system inspections to detect leaks and ensure safety.
  • Reporting: A Gas Piping System Periodic Inspection Certification must be submitted within 60 days of inspection. Cycle 2B runs from Jan 1, 2025, to Dec 31, 2025.
  • Goal: Proactively identify and repair gas leaks for occupant safety.
  • Key Actions: Schedule gas piping inspections ahead of deadlines to prevent fines.
